what's surface got to do with it?!?! the timer is not HIT activated... it activates when you release the grenade... and the timer really did take 7 sec. something's wrong...

his plug just needs to be cleaned the timer probably has debris in it

It's because his might be defective. It should really be 2 seconds or 4 seconds at the max.
