I'm pretty sure Ice was special in the third generation, so even though it's ice PUNCH it would run off Reflega's special attack

Accualy on bublapidia it is a Physical based move not special

Sigh. I know that. But in RSEFrLg, individual moves were not physical or special. Types were. Ice was a special type. Therefore Ice Punch was not physical in Fr, it was special. Therefore Gardevoir can take full advantage of that.
