For those who don't know how it is played in the movie, this is how it goes.

Someone makes a bid on how many of a certain side of dice there are on the WHOLE table for example: 3 twos. When you bid for example 3 twos, you are saying there are AT LEAST 3 twos on the table. The bidding goes counterclockwise and the next bidder has to make a bid either higher in side of dice or higher in dice quantity or possibly both. They cannot make a lower bid. @123manjake Nope. He says "The very next time we make port". It makes sense after the sentence before that "Feel free to go ashore." The Flying Dutchman doesn't make port every ten years because of the curse. So the crew and Davy Jones are laughing at Will because he's trapped on board.
