That's why Pasolini said that police offficer Rizzi ( who made suicide after the prisoner of his escaped, because he trusted him - i.e. he trusted him as human) was only one who really "disobedienced" reality created by new power.

@SilverPinions you just don;t know Pasolini's writing at the time .The ending is the divine NONCONFORMISM of these two boys. This film is strongly related to new power , that is the power of consumerism Pasolini insisted that the words "obedience " and "disobedience" changed the meaning semantically and that not rebel, but most human act(like dancing, talking about girlfriends) is the real 'disobedience' while 'disobedience , with it's violent nature became 'obedience'.

most of the people i´ve they watch it couldn´t stand it.
i ve had a bonner like every trhee minutes.
i don´t even understan why but i did.

@881drake The ending is a metaphor for man's indifference to other men's suffering.
If you remember, this scene is immediately after the libertines torture and murder the victims in the yard. The two guards ("fuckers" in the original) turn on the radio and decide to waltz right next to all the raped, tortured and murdered children outside. This is a metaphor of how we humans try to dance and be merry and not give a flying fuck about the suffering that's going on right in front of our own eyes.
