I used to work at a gas station. While they warn of cell phones and things i talked to an officer. Most gas station fires are caused by static, and women.
Women are 2-3 times more likely to re-enter their vehicle then men - and thus pick up static. Probably due to wallet vs purse.
Just like Just2stoned said.
The warning -Should- be not to re-enter vehicle while refueling. Would also help prevent or tip us to drive-offs.
