I thaught that u could only use motorbike mounts in outland

No, you can only use Flying mounts in Outlands / Northerend.

I don't see why they would apply that to vehicle mounts also.

you can use chopper on level 40 i made one for my level 40 human alt X) all my gold whas gone ! never do such a thing XDD
