@PhantasyStarOST mikuni is famous for doing covers as well. dun be so quick to judge it as a rip off. and artistes all around do covers all the time. they also do reuse others' melodies to work new material from time to time.

That melody in the beggining sounds very much like chorus of "It's all coming back to me now", Celine Dion hit song from 1992. And overall songs are very similiar too.
Check it, you will hear the words of that song in your mind, when you listen to this again.
Love 下川 a lot, but unfortunately this song sounds like a rip off.
