The word "fine" to a female is not the same as it is to a male. When we say we are "fine" it really means "no, I'm not ok" or "no it's not ok". So when a guy replies with "fine" or "sure" we feel as if he doesn't really like/want to because when we say "fine" it's because we don't want to do it.
Just a little insight on how the female mind processes. I often debate whether I should make a female version of this or something similar.
