its moreso that he has bad rhythm
he "follows" the accents sorta but he plays it without the rock hard rhythm that flamencos play buleria

@androidearth bulerias is a form into which you can insert various chords and falsettas[improvised] passages everyone plays it somewhat differently though all must adhere to the rythm [compas] listen to sabicas bulerias

the reason why people say that he doesn't play flamenco well is due to the fact he doesn't follow compas
