It has been stated that he is a guy, and it also has been stated that she is a girl.
There is not enough clarification to assume which gender Leo is. As information regarding its gender is nothing more than speculation.

The video was made when it was announced that Leo is a girl, and it was announced so in one of the first intervievs of Tekken 6. Then it was suddenly changed to a male. I hope I explained myself here for all of my "Leo is a girl" videos.

Leo is a guy, it says so in the game and on the official tekken website. He is just young unlike all the other male tekken characters.
