Breast feathers are covered at fledgling age which is around 23 days old if they are not covered at 28 days then you may have a fungul/ bacterial infection with your chicks.

when they are fully weaned, and eating on their own you have to put soft
foods and seeds in with them to encourage them to eat it takes a few weeks.

Once they started flying, did u put them on the cage with their parents or alone? Mine are one month and they already fly... they seem so small to put them on a cage...

@13Lisle I leave them with the parents for as long as I can but if parents are nesting again I take them out before the parents eggs hatch, to avoid any problems.

Kaytee Exact hand rearing fomula which I mention below .. they need good quality food otherwise they will not do well.

Those are 28 days old.Notice the breast feathers not fully covered yet...:pI counted mine as the same thing.

the baby in the pic is wet on the front where I spilt food and cleaned it off he has a full breast of feathers like the other one
