its not that hard getting there its kinda weird you need to get your self either to hr4 or 7 stars and take one of those quests aand you wiil just be randomly dropped into a zone some times into secret zones but not all the time

do you get to that area on high rank or G rank quest, cos I just got to HR4; and unlocked high rank quest and i'm really looking forward to piss in there
