@XQZEK The answer lies with the phonetic structure of the letter's pronunciation. "An" is used before words that have either 1) a vowel as the first letter or 2) a vocalic quality, even if it isn't a vowel. The letter R, for example, is pronounced "are", whereas as "C" is often an occlusive sound (think "k") when in front of a strong vowel (a, o, u) or a sibilant sound ("s") when in front of e, i. Get it?
