After a bit of research I found that the Monty Python skit was done in 1968-69 and one of the writing credits is given to Marty Feldman. I couldn't find a listing for the Carol Burnett show but the episode that featured the skit is one where Marty Feldman guest starred. So by process of elimination I would say Monty Python did it first. I'm guessing that Marty wrote it and brought it to the Carol Burnett show.

Actually, I looked it up. The Caroll Burnett show was 1967-1978 and Monty Python was 1969-1974.

I'm still trying to find when each show filmed the sketch. If history is a clue, I would say that Python did it first. There are a lot of American shows that originated in the U.K.. The office comes to mind. they took the first script word for word almost.
