Salmon burgers prepared at The Fly Trap in Ferndale, MI in a segment from the Diners, Drive-ins, and Dives episode "Off the Hook Specials"
The ingredient name it's hard to make out is "Sambal Oelek", an Asian chili paste. I found it at an international market. If you can't turn it up, sriracha ("rooster sauce") would probably be a good substitute.

I'm not a recipe type - just noted the ingredients in the video and went with it. The guy even notes he's not being exact, so the DIY version is close in spirit, if not an exact match.
