Actually, a better way to describe moe would be to compare it to fetish.

Moe is a a trait that makes a character or action cute (examples; tsundere, clumsy) while fetish is something someone is sexually attracted to (Examples; dominant female, bondage).

In otaku culture, a moe-trait is usually given to an h-game heroine, giving people the false notion of it meaning something sexual.

The also often overlap, a tsundere character will be dominant and a clumsy one might get tangled up.
