I'm honestly not sure, other than to say it was a family touring the Hall when I was there and I thought the boy kissing the Cup made for a good picture

As far as I know, yes. Certainly at the time I shot this video it was allowed, and everyone was touching it. Security was right there and they didn't seem concerned with stopping anyone.
