Why are there no houses?

Anyway, my Water Garden has these Pinatas:

Lackatoads

Newtgats

Swananas

Dragumflies

Sweetooths

Coacadiles

I'm also trying to get a Chippo. There are also attractions to get certain Pinatas to visit to act as food for my residents.
