You're right, Terry has always been like a father to Jodi. She didn't really miss out on anything.. And as for Terry, sharing your DNA doesn't make you a father. It's about love and care.

The thing is, Terry isn't even related to Jodi, but Meg doesn't know, yet, if Jack or KEVIN is Jodi'real father. But Terry is like a father to her, because Kevin ran away.

No, I'm pretty sure they find out through dna testing that Jack is Jodies real dad. But Terry has always acted like he was her dad.
