@kandinskyforfootball Two reasons, basically. One, Omar and him go back. They went to the same high school and through the series they have to deal with each other on account of crimes related and unrelated to Omar. Two, if Omar gets mistakenly blamed for this crime then the real perp is walking.

It's like the Wire's creators say, the Show is about Institutions (Represented through Lansman) it's not interested in good guys and bad guys. Lansman is simply a cog in the stats-duking machine, like Rawls and everyone else are also forced to be by the Politicians who want high stats, not real justice.
