SalaamAlaikum, MASHALLAH, JAZAKALLAH KHAIR.

1) Its the Surah of Repentance. You don't start repentance with Bismillah.
2) Its a very harsh Surah for the Munafiqun (hypocrites), so it shouldn't start with Ar-Rahman Ar-Raheem, The most Gracious the Most Merciful

I know there is no Bismillah in Surah At-Taubah :)
Theres a few reasons that I know of:

wait bro...i just took up my quran book and there wasnt Bismillah in the sura al-taubah...and i think the quran knows best ...plz pick up a quran and see by yourself bro!! ps. (ask your shaikh why there is no bismillah in sura al-taubah written in the quran)
