Having a background of mergers and acquisitions for a fortune 500 Company, I can see and even validate your opinion. However, even in enormous corporate mergers and acquisitions the failure rate is very high without consulting the new acquirers for several years after a transition. Its doable, just nonsensical with the vast options, other than Mr. Blair, at hand.
A parallel: A CEO from GE moved to Life Technologies- GE has aspects of what LT does, the CEO understands the basis of operations, but the job of a CEO doesn't especially change because the nature of the company does- his job description is still the same. As is an accountant or janitor.
The last thing I would do in my company is elevate someone who knows about my company from the outside looking in, but has never operated in it, to the highest position available. 'Nonsensical', in every meaning of the word.
