Seems like RegionalVolumeLimits.plist file is in this other dir:
System/Library/PrivateFrameworks/MediaToolbox.framework/RegionalVolumeLimits.plist
also with other files:
RouteDefaultVolumes.plist and SystemSoundMaximumIntensity.plist

My RegionalVolumeLimits.plist file does not show up when in Celestial.framework and in MobileTerminal the last command "chmod 777 RegionalVolumeLimits.plist" returns 'no such file or directory'...is it possible they moved it in iOS5.0.1?
