The idea behind all this is that if people live on the street .. and there are houses / offices that stand empty for years on end .. it gives the citizen the 'right' to claim it for as long as the owner of the house is not using it for a different purpose. Call it socialism ... but it would take a democrat to understand .. republicans don't.
