knightace is right. It's all explained in the commentary of the movie. When Andrew Stanton came up with the idea of WallE, he came up with the character of WallE first. He knew he wanted a character that works with trash, because really that's like the lowest possible rung on the ladder. So then, he had to come up with a situation that would accommodate the trash situation, thus the whole "earth covered in trash" thing. It wasn't his original intention, but it worked in building WallEs character
