in japanese schools, are the students allowed to bring cell phones or psp's to school?

Those rules aren't strict, they were enforced at my high school and they're there for a reason. Students need to learn that there are protocols and dress codes when they enter the work force. They should learn to take pride in their uniform. In the shopping mall after school, you can tell the elite schools from the rest because of how the students dress; ironed clothes, hair tied back neatly and make-up is unnoticeable and elegant.

Girls HAVE to wear a skirt, as well as a blouse/sweater, and tie. They HAVE to have their hair tied back, with no piercings. They CANNOT have dyed hair. They HAVE to have dress shoes of some sort, and knee-high socks.
A lot of students in Canada and the states wear Jeans to school and switch to the skirt/kilt at school. In Japan you have to arrive at school in full uniform, regardless.
The girl in these videos was lucky. In Japanese high schools, she would have been expelled immediately.
