No, only the soldiers captured in combat were sacrificed, and even then both sides sacrificed the warriors they captured. The civilians were usually unmolested. Also, Quetzalcoatl received no human sacrifice, only animals and bloodletting.

@HoundofOdin yeah and those conquered by the aztecs were mass sacrificed to Quetzalcoatl, without a people there is no culture, or language etc.
