Actually, I found a solution after about 10 hours. I know you have probably moved on and either solved it or found an alternative, but for the sake of other people having the same problem, I will post it here.
The problem is with 64 bit operating systems. UStream Producer is not configured to run in anything other than 32 bit systems. The easiest way to solve this problem is to install ManyCam (Google the download site). Then configure your webcam in ManyCam. Select Manycam in UStream Producer

3/o.- checa el driver del vga...
4./0 el driver bus...

Go to File---Preferences--Advanced--- under device de-interlacing---turn that to "None". Fixed it for me.
