Ive noticed, i have friends who main abel, and apparently the throw isnt as response as say Zangief's piledriver or Hondas throw.

Thats a good one, but the remaining would be minor detaisl not everyone would notice.
But I for sure would accelerate or correct Abel's tornado throw. He is supposed to be a grappler but he has by far the weakest command grab of all, not damage wise, but it misses a LOT compared to others.

I cant off the top of my head think of any that need be done, except for rebalance Sagat.

following this guy, i realize that ken could be a master of poking, what a wonderful player is edma!
I'm having serious troubles with my ken and SF IV in overall, because i'm so get used to II Turbo.
