Here is the short section of the then tri-weekly SEA/PDX Empire Builder, this is one of the days when the Empire Builder #808 only went as far as MSP. It is a cold winter day, January 10, 1997. 808 is just east of POG.

@jeremykhn The P40's and P42's have always had ditch lights....You must be thinking of the F40PHs. A few got ditchlights installed in 1993 and 1994, but it wasn't until 1995 when the FRA required ditchlights on all engines, when they really began to show up on F40PHs.

They've been running those a LOT this year due to the flooding in ND.

Is that Phase III paint? Only seen one of the Heritage units and that was PI 156 leading four Superliners at Columbus (only they still used two engines).
