Matrix Effect in Sony Vegas

Step 1: Go to Video FX's and then the Convolution Kernel Category,
apply the Find Edges effect onto the clip.

Step 2: You should really make the whole clip Black & White if you only want one color.
Go to the Black & White category and apply the 100% Black & White effect.

Step 3: Go to the Light Rays category and add some Moderate Light Rays to your clip.

Step 4: Now go to the Gradient Map category and finally add some Nightvision to your clip.
You can also apply different effects than Nightvision for other
colours and you can try to mix them for different results.

if you reverse the black and white, and make it "white and black", you could have it look more like the matrix... i mean... just try it if you want.
