SAFER put up a billboard across the street from Invesco Field, encouraging NFL star Ricky Williams to come play in Denver because the city supports his "SAFER choice." Williams had filed for NFL reinstatement that week after serving a suspension for marijuana use.

Hasn't Ricky Williams suffered enough? When he was testing positive, his coach was giving him 30 carries a game. He was the only weapon on that sorry Miami team and the coach wore him out. His body was beaten mercilessly. He should have been been toking up at halftime most games. Even if he went to Denver, he couldn't smoke. He has to take NFL drug tests weekly.
