How do you qualify to go to a us open tornament

Anyone in good standing with their national IJF recognized Judo organisation can enter. I also had to get a form signed by my Sensei saying I was skillful enough to fight at black-belt level even though I am a brown belt.

I think that is sufficient. Keep an eye out for tournaments and talk to your Sensei well in advance about preparation.
