Not exactly. Library music just means it wasn't an original composition. It was like SGD500 to buy the rights to use this exisiting track in this short film. Someone still owns the copyright. Usually the only music in public domain is all that classical music that's hundreds of years old. But then you still have to pay a royalty to the orchestra who performs/plays it - unless you or your friend performs it - then it's totally free. @Shijo88

I saw the concept in one of the feature film in china, called night shop "ye dian" in mandarin...same concept totally!
