Noo,.... They are not really needed nowadays, but starships from the Millenium Falcon's days rely on vision to spot oncoming traffic. Its unlikely, but they are tough little bastards so its impossible to know if there still are any of them running in some galaxy far, far away . So we have to follow these stupid regulations just in case.

They are using flashing lights to fool us--smart enough to get here, smart enough to fool us with some flashing lights. Probably more fuel efficient than cloaking?
