At level 74, you complete a quest which enables you to teleport in to Dalaran from some teleport thingies under the city. :)

1: Dalaran is a city almost destroyed by Archimonde ( last boss in MH ) and it is now moved to Northrend. At its current location a big crater will appear.
2: Maybe he is a beta tester ???
