This is Wily Stage 2 from an MM3 hack by PantheonSasuke.
I can't remember what it's called at the moment, but it's on Romhacking.net somewhere. I wouldn't recommend it for anything other than this stage, though -- it's pretty cheap.

Those still watching this video some 2 years later: No, there is no "upper" path. "the way it works is that I only had so many screens to work with.
