Enrollment is restricted because they don't want illiterate high school graduates (like you) in their Universities. kids that play very good football and don't know how to read; really pitiful; it's called social promotion.
Fees are high because of GREED.
Doctors FEAR & hate competence, want the whole pie for themselves.

@madisonelectronic What do you mean by no whites allowed, you mean as a students or visitors or professors.No one likes to study medicine in usa, because, after graduation , they start with 2 to 3 thousands dollars a month in a hospital, this is too less for this study, so they have to fill up the balnks, and for these guys this money is a lot,, , they help your nation may be, you and your family members also, ofcourse if usa dont need them , they dont issue permission.

No whites. Know why? NO WHITES ALLOWED. But half of these assholes are headed for the USA to invade (practice medicine) and cause USA medical schools to further restrict enrollment. Gotta keep those fees up and competition down.
