He doesn't shoot the bird, he shoots the aluminum bridge rail/post the bird is sitting on, and it flies away unharmed.

everyone sees this scene as a foreshadow and try to look a meaning for it but they can't see that he's only doing this for sport, he's a psychopath, he doesn't need a reason to do this, and doesn't need to think about it (had he hit the bird)

I always interpreted this scene as a foreshadowing of Chigurh's fate, in which he doesn't die after various near-death situations. The fact he's scaring off the crow -- a bird that represents impending doom, mostly death -- kind of foreshadows that death will not be of any circumstance for Anton later on.
