this is normal just repeat process with mouse, and you will see that same thing will happend
-
try to disable wacom virtual hid driver on device manager->human interface devices
-
it happens with a mouse too, there's nothing wrong with your tablet, man.
-
you can fix it in preferences. search for "setting up a wacom tablet" in youtube, know I saw it somewhere

I'm not really sure what the issue is - can you describe it a bit.
The video has me somewhat confused ...

Well, yes of course it's confusing if your screen jumpscrolls in very large steps.
What you see is me drawing with the intuos tablet in photoshop cs3 and you see exactly what I see as I draw. So you see me drawing a squiggly line and some straight lines (using shift key with two points) and the second straight line happens to hit the edge of the screen, causing photoshop to jumpscroll down. Next you see me using the hand tool to scroll back again so I can see the lines I drew.

Isnt it just jump scrolling ?
Are you working with a canvas size with excess height ?

dunno.. it looks like jump scrolling, but I dunno if it's a deliberate feature that auto-scroll turns into jump scrolling when you have the shift key pressed.
The canvas has normal dimensions (800x600 in this case).
