U.S. Congressman Lloyd Doggett today spoke on the House floor on the override of President Bush's veto of the Intelligence Authorization Act of 2008 that would have banned the practice of waterboarding.

In his remarks, Rep. Doggett cited the 1983 conviction of San Jacinto County Sheriff James C. Parker, who according to court records subjected prisoners to waterboarding.
