You got over 3 million people calling Los Ageles home + all of the people in the surrounding areas, who have to cram onto the freeways to get around. This plus a lack of public transit leads to the busy freeways.
This freeway (405) has been referred to as the busiest freeway in the area, but I disagree. The 91 (in my opinion) wins that title.
The original Los Angeles freeway system was a good design (drive no more than two miles anywhere to hit a freeway). This has since changed.
