Yeah same for me but i still managed to get everything except for the 10X exp and instead got the 2x exp.
The first time I beat it, I had like 3000 grade but then I reloaded my file and went to the Abyss dungeon where I jacked up my gald and grade as well as ad skills and levels.

Also had quite a sum of grade in TotA, but apparently Namco caught up and you kinda need to re-run the game to get sufficient grade to buy all the good options.

It was funny, I had 1000's and 1000's of grade and then I only needed a couple hundred to buy everything.
