The full name is "Sebastian, the Pink Rabbit ～Tiger's Theme～" by Dennis Gunn & Golden Sisters. Basically, the only place you're going to find it is on the soundtrack to the Japanese film, Survive Style 5+.

Just go ahead and watch the movie while you're at it, it's amazing...and the song will make a little more sense.
