No, it's not an addon. Requiem used to have that design but they later changed it instead to the simpler select rings. A shame if you ask me...

how how u get addons for this game or like that other bar for your spells on ur right side of the screan how u get it?

There are two bars at the bottom, I'm assuming you're referring to the bar on the top-right side? That's the summons bar. It's used for summons only. You won't be seeing that unless you're a soul hunter, or possibly a hunter or rogue.
