Anyone wonder why nobody is hearing about this? Because it doesn't actually mean anything. The Lissbon treaty was a salvage and compromise of the original draft of the European Constitution, which ricocheted because of a French-Dutch default in the referendum. Rompuy is only "president' as in a presider of meetings, namely those of the European council, the circle of Heads of States of the EU, with which all the power really lies. That's why Sarkozy/Merkel are the face of the Union, not Rompuy.
