No that can only be done when it is actually moving forward. Hovering still requires the rotors to be powered.

Well it goes without saying that the rotor has to be powered when the thing is hovering or flying slowly. That is why I didn't say it.

I am sure we could make this far better these days with modern tech. The same goes for the old idea of tilting the whole wing so the engines can point straight up (or the V22 method where just the engines tilt). We could also do another SST more easily, and another Space Shuttle. Many things like this would be easier to do so why don't we? I think the reason is the modern public liability/health& safety environment plus the cost (nobody works for a few pounds/bucks a day in the west anymore.
