NATO's primary deterrence to a Warsaw Pact / Soviet invasion of West Germany and Western Europe was the threat of battlefield nuclear weapons. This was made very public and it was a very real threat. Regardless of the political party of the President, tactical nukes would have been used. And it would have quickly escalated.
The only real difference between tactical & strategic nuclear weapons is about 45 minutes of flight time.

3:04 That moment scared me, b/c when I was a kid, we would see those emergency broadcast system tests on tv, and would stop breathing until we heard "this is only a test".

@MsShaunaM it would take less time than that, 20 - 25 min. for a silo-based ICBM , 10 - 15 min. if sub-launched.

It is - it showcases the breakdown of society and civil behavior.
It is, in a way, an extension of the real events you see preceding or during any disaster. Many people take the opportunity to do violent, destructive, or selfish things because they feel they can get away with it.

@1RadicalOne When the recorded message said to remove all restrictive clothing and empty all pockets. What were to happen in a nuclear explosion if you didn't empty your pockets?

I am not entirely sure. If you have certain kinds of object (eg coins) they may heat or otherwise react to the detonation, thus causing further injury. Or, alternatively, the very act of having solid objects held to you is a risk, given the blast fronts are so powerful.
