acromiton, the cop was written up for leaving the suspect behind. I seriously doubt that he was under any immediate danger though. He also wasn't looking for a fight.  The skaters were.

The copper blatantly NEGLECTED a loose handcuffed "suspect" to chase after another "perpetrator" - which he did not catch. If I were these kids' barrister, I'd nail his swine arse on this, not on excessive brutality... Which, BTW, is harmless - he fights like a punce!
