Now solved, earlier description follows:

Unknown film. 4 boys cultivating rooftop garden, New York 1930s.
Should be "After school special" Episode "Een lichtpuntje in een grauw milieu"
Aired on 1992-Sep-7 on Dutch Veronica TV2, until 6 pm
Who knows English title or name of actors or can give any other hints.
Known plot:

The 4 boys transport earth to roof in buckets by a cable winch,
while digging a worm is slashed and TJ is asked if he can fix it,
they sow grass seeds, wait,
after lawn growed next spring, they plan to raise melons and green all roofs in New York.
Rusty and TJ go to Rusty's home dirty,
sit at a table and laugh.
As Rusty's mom comes home, they wash themselves quickly.
Mom said that Mrs. Minsky saw them muddy,
they deny and leave, mother sees extremely dirty sink.
Roof/house owner doesn't want the grass, the housekeeper should remove it
until the next day.
The boys do it themselves and throw it down to street.
TJ who originally lived with his Dad on a farm in Marion County, Alabama, wants
to return to the country, but Rusty can convice him to stay and look for another roof.

This is a 10 minute fragment and might be the end of the story. The beginning, further
plot or other names are not known.
Music is a repeating 4 notes jazz piece by saxophone or similiar.
The site looks to me like Lower Manhattan or Brooklyn, and the car looks like
from the 1930s. But I'm no expert.
I think the film looks like to be created in late 80s or early 90s (aired 1992)
but it might be older.
According to someone who owns a TV guide, this should be an episode of
"After school special" (written like this, not Afterschool), but I can't find the
corresponding English title. Doesn't seemed to be an ABC Afterschool Special episode.

I transcoded the film fragment at wrong speed, partly without sound and low resolution
due to technical problems. Perhaps I can upload a movie sequence later.
